e-dec archive migration is the legally compliant transfer of archived customs data out of the decommissioned Swiss legacy system e-dec into a new storage or long-term archive location. In plain terms for private individuals and shippers: even after e-dec is replaced by the BAZG successor system Passar, the electronic assessment decisions (eVV), customs declarations and supporting documents must remain accessible and auditable. For professionals – freight forwarders, hauliers, customs agents and trading firms – the migration is part of the statutory retention obligation: in Switzerland, customs assessment data must generally be kept readable, unaltered and verifiable for ten years so that customs inspections, VAT audits and reviews remain possible at any time. As part of the e-dec shutdown (e-dec Import: final declaration 30.09.2027, Passar only thereafter), operators are themselves responsible for securing and migrating their e-dec data archive completely and intact. Archive migration should not be confused with ongoing assessment in Passar (transport declaration/goods declaration): it concerns legacy holdings only, not live operations.
