Unlike an unconditional handover, conditional cargo acceptance allows a carrier or freight forwarder to take charge of a shipment subject to explicitly recorded reservations – for instance, where packaging shows visible damage, hazardous goods declarations are incomplete, or special handling requirements have not been confirmed in writing.
