A compulsory stockpile is a legally mandated reserve of goods that private companies hold at their own cost on behalf of the state, so that essential commodities remain available during supply disruptions. Typical categories are motor fuels, heating oil, grain, sugar, edible oils, fertiliser and certain pharmaceuticals. Release is not automatic: an authority must decide that the market is no longer adequately supplied, and the goods are then sold at prevailing market prices, so a release is no guarantee of lower prices. It differs from a company's own safety stock, which is held voluntarily and without any regulatory obligation.
