Unlike immediate release in land transport, air cargo undergoes multiple control stages before clearance: the airport authority, the receiving carrier, or customs release the shipment only after all applicable charges (handling, storage, security fees), duties, and required documents (commercial invoice, air waybill, customs declaration) are complete and settled.
