When unions and employers negotiate wages at German seaports, the ZDS sits on the employer side of the table. The Central Association of German Seaport Operators (Zentralverband der deutschen Seehafenbetriebe, ZDS) is the employers' association for port operations in Germany, representing companies in cargo handling, storage, and other port services at ports such as Hamburg, Bremen, Bremerhaven, Emden, Brake, and Wilhelmshaven. Its core tasks include leading collective bargaining with the ver.di union on behalf of around 11,000 port employees and representing member companies' interests to policymakers and the public. For freight forwarders and shippers, the ZDS matters mainly as the negotiating counterpart in wage rounds: how talks between the ZDS and ver.di progress directly affects strike risk and therefore the predictability of imports and exports through German seaports. Not to be confused with individual terminal operators or shipping lines, which are ZDS members but act independently in the market.
