Definition & Explanation

When the United States announced an additional 50 percent tariff on selected Canadian goods effective 19 August 2026, energy, potash and various raw materials were explicitly left out – a textbook tariff exclusion. The term describes a formally defined carve-out that removes specific product lines from the scope of a trade-policy surcharge. The scope normally follows from an annex to the order that lists the affected tariff lines exhaustively; under some US programmes importers may additionally file individual exclusion requests, which are time-limited and can apply retroactively. The key point for forwarders is that an exclusion only removes the additional duty: the regular tariff rate and import taxes continue to apply. It should be distinguished from a tariff preference under a free trade agreement, which requires proof of origin.
