An EU supplier declaration is a written self-declaration by which a supplier established in the European Union confirms that the goods supplied meet the relevant preferential rules of origin and therefore qualify as goods of EU origin. Exporters and manufacturers rely on it as the internal evidential basis for issuing preferential origin proofs to their customers – such as invoice origin statements or EUR.1 movement certificates. Without supplier declarations at each stage of the supply chain, an exporter cannot demonstrate the preferential origin of the finished product, and access to reduced duty rates under trade agreements is blocked. The document exists in two forms: a single-shipment declaration and a long-term version covering recurring deliveries of identical or equivalent goods. It should not be confused with a certificate of origin: the EU supplier declaration is not a customs document presented at import, but an internal instrument used within the supply chain to substantiate origin claims.
