Split supplier declaration

The purpose of a split supplier declaration is to apportion origin evidence when a finished product is assembled from inputs sourced from multiple suppliers in different countries.

The purpose of a split supplier declaration is to apportion origin evidence when a finished product is assembled from inputs sourced from multiple suppliers in different countries. The manufacturer or exporter sets out which components, raw materials, or production services come from which supplier, allowing the customs authority or importer to assess whether the finished good as a whole meets the rules of origin under a preferential trade agreement. The instrument is particularly relevant in fragmented supply chains where no single supplier can provide a complete origin statement. In such cases the split supplier declaration complements the standard supplier declaration rather than replacing it, bringing transparency to the individual value-added stages. It should not be confused with a long-term origin declaration, which concerns the validity period of a declaration, not the allocation of origin among suppliers.
