A customs officer receives an import declaration listing Mexico as the country of origin and must determine whether the shipment genuinely qualifies for preferential treatment under USMCA – this is the moment origin-based control begins. The process covers document review (certificates of origin, commercial invoices), supply chain analysis, and, where there is reasonable suspicion, on-site inspections at the foreign producer's premises. Unlike tariff-related control, which focuses on correct HS classification, origin-based control is solely concerned with establishing where goods were actually manufactured or sufficiently processed.
