A non-vessel cargo consolidation hub is a logistics facility operated by an NVOCC (Non-Vessel Operating Common Carrier) to group less-than-container load (LCL) shipments from multiple shippers into full-container loads (FCL), or to break down FCL consignments into individual LCL deliveries. The NVOCC assumes carrier liability toward its customers while acting as shipper vis-à-vis the ocean carrier — without owning any vessels. In practice, the hub receives cargo from various origins, issues house bills of lading (HBL) to each individual shipper, and consolidates all shipments under a single master bill of lading (MBL) with the shipping line. This model gives small and mid-sized shippers access to FCL freight rates and regular sailing schedules they could not fill on their own. The distinction from a standard container terminal matters: the NVOCC hub carries commercial and documentary responsibility, not merely physical handling.
