When a truck loaded with steel tubes reaches the EU border, customs today asks not only for the invoice and consignment note but for the Mill Test Certificate. The MTC is the steel mill's inspection document, recording for a given melt the chemical composition, the mechanical properties and the associated heat number; depending on the scope of testing it is also known as a mill certificate or inspection certificate under EN 10204. Since the EU Steel Regulation, the document has taken on customs relevance for forwarders because it identifies the melt-and-pour country. Where it is missing, or where the melt-and-pour country and heat number cannot be read from it, customs authorities accept supporting evidence such as invoices, delivery notes or contract clauses during a transition period — from 1 October 2027 only in addition to the MTC. Unlike a certificate of origin, the MTC does not confirm any preferential trade status, only the material's mill properties.
