The term denotes the country of smelting and first casting of a steel product, meaning the place where the molten steel first solidified, regardless of where it was subsequently rolled, coated or further processed. This criterion cuts far deeper than conventional customs origin rules, under which substantial processing can shift the declared origin. The EU introduced the requirement to stop trade defence measures being circumvented through third countries. Proof is normally supplied through the Mill Test Certificate together with the corresponding heat number.
