A European group supplying its Japanese subsidiary learns that the subsidiary must now appoint a board-level logistics executive – the reason is Japan's Logistics Efficiency Act. Since 1 April 2026 its second phase has required large shippers, carriers and warehouse operators to make their operations measurably more efficient. A company counts as a "specified shipper" once it handles at least 90,000 tonnes of freight a year; carriers are captured from 150 vehicles and warehouse operators from 700,000 tonnes. Those affected must appoint a Chief Logistics Officer from senior management, submit a medium-term improvement plan and report annually – particularly on vehicle utilisation and on waiting versus handling times, which have to be recorded separately. Inadequate measures can trigger recommendations, public disclosure and formal administrative orders.
