When a sea freight shipment arrives at a Japanese port, customs clearance begins immediately: the carrier submits an import manifest to Japan Customs (Zeikan), while the importer or a licensed customs broker files the import declaration along with the commercial invoice, packing list, and any required certificate of origin.
