After port employers present a new wage offer, the union collects feedback from employees – but the final decision on next steps rests with the Federal Collective Bargaining Commission (Bundestarifkommission). This commission is a union's central decision-making body for a specific round of collective bargaining: it consists of elected representatives from the affected companies and regions and decides whether to accept an employer's offer, renegotiate it, or reject it, and whether warning strikes should follow. Its decision is usually informed by a prior survey or feedback from the membership but is not legally bound by it. For freight forwarders and shippers, the commission's meeting marks a key date on the risk calendar: only after its decision does it become clear whether a bargaining round will be settled peacefully or lead to industrial action. Not to be confused with the negotiating delegation, which sits at the table with the employers' association but does not itself make final decisions.
