Before an industrial installation leaves the warehouse, two questions must be answered: does this technology require an export licence, and does the consignee appear on a restricted-party list? Export control compliance is the systematic review of all exports of goods, technology, and services against applicable national and international export control laws and sanctions regimes. It covers commodity classification under dual-use control lists – such as the EU Dual-Use Regulation or the U.S. Export Administration Regulations –, screening of destinations, end-users, and intended uses, and thorough documentation of every decision. In freight forwarding and international trade, this review is mandatory before any shipment, not only when the cargo is obviously sensitive. Non-compliance can result in substantial fines, loss of export privileges, and criminal prosecution.
