Definition & Explanation

Unlike an entry MRN, the Exit MRN is a Movement Reference Number issued by the customs authority of the exporting country to uniquely identify an export declaration within the electronic export control system (ECS). It serves as official confirmation that the declared goods have physically left the customs territory under customs supervision. Without a confirmed Exit MRN, an export is not considered legally completed – a critical point for VAT exemptions, export refunds, and proof of preferential origin. The office of exit reports the actual departure of goods electronically, at which point the MRN is closed in the exporting country's system.
