Definition & Explanation
The Eurovignette Directive is the EU legal framework setting out how member states may design road charges and tolling systems for heavy goods vehicles. It governs in particular how far member states may cover infrastructure costs through tolls and how large a toll discount they may grant to low- and zero-emission trucks. The directive sets a common framework but does not oblige member states to apply identical rates or discounts everywhere — the actual implementation remains a national matter. Amendments to the directive go through the EU's ordinary legislative procedure and require the approval of both the European Parliament and the Council.
