ETCS Level 3 is the highest level of the European Train Control System, enabling moving blocks. It relies on continuous train position determination (via GNSS, beacons, and axle counters) so that trains can be controlled without fixed block sections. Track clearance is managed through a shared data basis between the train and the infrastructure, with train detection primarily provided by on-board sensors (e.g., axle counters).
