The ISPS Security Level is set by Port State authorities or regional bodies based on current threat assessments, and determines which security measures ships and port facilities must activate immediately. The ISPS Code defines three levels: Level 1 applies under normal operating conditions and requires baseline protective measures; Level 2 indicates a heightened threat and calls for additional targeted procedures; Level 3 signals a specific or imminent threat and triggers the most extensive response. Authorities may adjust the level at any time and must promptly notify affected shipping companies, masters, and port facility operators. In day-to-day operations, vessels are typically required to declare their current security level – and the levels maintained during their last ten port calls – upon arrival.
