Code 95 on a driving licence or driver qualification card certifies that a driver holds the initial qualification and periodic training required for the commercial carriage of goods or passengers under EU Directive 2003/59/EC (as amended by Directive (EU) 2018/645).

Code 95 on a driving licence or driver qualification card certifies that a driver holds the initial qualification and periodic training required for the commercial carriage of goods or passengers under EU Directive 2003/59/EC (as amended by Directive (EU) 2018/645). Without it, commercial driving of category C and D vehicles is not permitted within the scope of the directive – a driving licence alone is not sufficient. Periodic training comprises 35 hours over five years and must be renewed before expiry. For freight forwarders, Code 95 is a capacity issue: if it has lapsed or a third-country driver does not hold it, the vehicle stays put even when truck and cargo are ready. Switzerland applies an equivalent regime through the certificate of professional competence under the Chauffeurzulassungsverordnung (CZV).
