Air waybill on which the actual cargo owner is named as shipper while a freight forwarder tenders the shipment to the airline as an intermediary. Since 1 July 2026, IATA rules require a bilateral agreement between airline and forwarder on liability, failing which the forwarder assumes shipper obligations.
