The Denied Persons List (DPL) is an export control register maintained by the U.S. Bureau of Industry and Security (BIS) that names individuals and companies completely barred from receiving any export, reexport, or transfer of items subject to the Export Administration Regulations (EAR). Listings arise from prior violations of U.S. export control laws. The DPL differs critically from the Entity List: while Entity List entries may in some cases be overcome with a license, DPL prohibitions are absolute—no license exception or waiver applies. Screening every transaction counterpart against the DPL is a baseline compliance requirement; shipping to a listed party constitutes a serious violation carrying both criminal and civil penalties.
