The Authorised Economic Operator (AEO) is a status granted by the Swiss Federal Office for Customs and Border Security (BAZG) to companies regarded as particularly reliable and secure within the international supply chain – in simple terms, a "seal of quality" in goods traffic. For professionals (freight forwarders, hauliers, customs agents, importers and exporters): the AEO status is open to all parties in the supply chain and brings facilitations for security-relevant customs controls (fewer and prioritised checks, priority treatment) as well as further simplifications. Four criteria in particular are assessed: compliance with customs and tax requirements (no serious or repeated infringements), a satisfactory system of commercial and transport records, proven financial solvency, and appropriate security standards in the supply chain. The legal basis is the Customs Ordinance (ZV, SR 631.01, Art. 112b–112g) and BAZG Directive R-62; the BAZG certifies and administers the status. Mutual recognition is key: Switzerland recognises AEO authorisations from partner states and vice versa – among others with the EU (under the CH-EU customs security agreement), Norway, China and the United Kingdom; further agreements are under negotiation. Distinction: the AEO is a status or authorisation, not a declaration system – the actual customs declaration runs through Passar (formerly e-dec). It should also not be confused with the procedure-specific simplifications "authorised consignee/consignor" in transit.
