ATLAS (Automatisiertes Tarif- und Lokales Zoll-Abwicklungs-System) is the German customs IT platform used by customs brokers and exporters to handle export declarations electronically with German customs authorities. Once a declaration is submitted and accepted, ATLAS generates the MRN as the unique procedural reference. At the point of exit, the system issues the exit confirmation – the document that proves goods have physically left the EU and supports VAT exemption on exports. ATLAS is a German national system and should not be confused with the EU-wide Export Control System (ECS), into which it feeds.
