HS Section XI of the World Customs Organisation (WCO) covers Kapitel 50–63 and contains textiles and textile articles.

Section
XI
Chapter range
Kapitel 50–63

01Scope

Silk, wool, cotton, man-made fibres, yarn, fabric, apparel, home textiles, footwear.

Each HS section groups thematically related product families. The precise classification (6-digit HS, 8-digit CN, 10-digit TARIC) determines duty rates, trade measures and often licences.

02Typical regulatory specifics

Rules of origin complex (weaving / cut-and-sew); REACH for chemicals; garment-on-hanger (GOH) for fashion.

Systematically check: are authorisations, origin proofs or additional documents required? Are there trade measures (anti-dumping, safeguard, CBAM)? Which sampling quotas apply?

03Practical notes

Classification follows the General Interpretative Rules (GRI 1–6) of the Combined Nomenclature. When in doubt, request a binding tariff information (BTI in the EU, vZTA in Germany) — binding for three years on customs authorities.
