HS Section VII of the World Customs Organisation (WCO) covers Kapitel 39–40 and contains plastics and rubber.

Section
VII
Chapter range
Kapitel 39–40

01Scope

Polymers, plastic articles, rubber and rubber goods (e.g. tyres).

Each HS section groups thematically related product families. The precise classification (6-digit HS, 8-digit CN, 10-digit TARIC) determines duty rates, trade measures and often licences.

02Typical regulatory specifics

Labelling under plastics regulations, granulate transport in containers or big bags.

Systematically check: are authorisations, origin proofs or additional documents required? Are there trade measures (anti-dumping, safeguard, CBAM)? Which sampling quotas apply?

03Practical notes

Classification follows the General Interpretative Rules (GRI 1–6) of the Combined Nomenclature. When in doubt, request a binding tariff information (BTI in the EU, vZTA in Germany) — binding for three years on customs authorities.
