Definition & Explanation

Verified Gross Mass (VGM) is the certified total weight of a packed container — including cargo, packaging, and all securing material — which the shipper must declare to the carrier before the vessel's loading cut-off. The requirement is mandatory under the SOLAS Convention (Safety of Life at Sea) and was introduced after accidents caused by misdeclared container weights that compromised ship stability and stack integrity. Two methods are permitted: weighing the packed, sealed container on a calibrated instrument (Method 1), or adding the individually verified weights of all cargo items, packaging, and dunnage to the container's tare weight (Method 2). Only an authorised representative of the shipper may sign the VGM submission; if it is missing at terminal cut-off, the container cannot be loaded. VGM is a maritime safety requirement and is distinct from the declared customs value or the chargeable freight weight used for tariff purposes.
