Definition & Explanation

The shipper occupies a central position in the export and transport chain that goes well beyond simply handing over goods for carriage. As the party initiating the shipment, the shipper issues the forwarding instruction, supplies all cargo-relevant data—dimensions, weight, commodity description, hazardous goods classification—and is liable for the accuracy of that information vis-à-vis the carrier and customs authorities. In cross-border trade, the shipper role also covers the preparation of commercial documents, compliance with export control regulations, and, depending on the agreed Incoterm, responsibility for costs and risks up to a defined point of transfer. The shipper is distinct from the consignee, who only acts upon receipt of the goods, and should not be confused with a sender in the postal sense, whose obligations are far more limited.
