Definition & Explanation
The term "shadow fleet" refers to tankers and other vessels that carry oil or oil products from sanctioned trade flows (e.g. from Russia, Iran or Venezuela) in order to circumvent sanctions. Typical traits include opaque ownership structures, older vessels, missing or insufficient classification certificates, lack of insurance from recognised international providers, and manipulated or disabled AIS signals. Such vessels are generally considered unusable in the regular market due to legal and insurance risks.
