Definition & Explanation
Sanctions are coercive measures imposed by states or international bodies against countries, organisations or individuals, restricting or prohibiting trade, financial transactions and services with the targets. In day-to-day logistics they appear as export and import bans on specific goods, as prohibitions on making funds or goods available to listed parties, as financial and transport restrictions, and as reporting obligations. The legal basis in the EU are Council regulations; in Switzerland, Federal Council ordinances based on the Embargo Act; the UN maintains its own regimes. Forwarders and exporters must screen consignees, end users and item lists against the applicable sanctions lists before every shipment. Unlike export control, which starts from the nature of the goods, sanctions attach primarily to the country of destination or origin and to the parties involved. Breaches lead to fines, seizure of the goods and criminal liability.
