Claiming preferential tariff treatment under a free trade agreement requires a proof of preference at import – a document confirming that the goods meet the rules of origin of the relevant agreement and therefore qualify for a reduced or zero duty rate. Common forms include the EUR.1 movement certificate, the invoice declaration, and – in certain systems – the statement on origin. A proof of preference differs from a non-preferential certificate of origin, which merely attests to the country of manufacture without triggering any duty reduction. In day-to-day customs practice, importers and customs authorities verify the document at the border; if it is missing or incorrect, standard third-country duties apply. Depending on the agreement, eligible issuers are approved exporters, chambers of commerce, or the customs authority of the exporting country.
