Definition & Explanation
Once a dangerous good is classified, the packing group defines how rigorously it must be packaged. The three levels—Packing Group I (high danger), Packing Group II (medium danger), and Packing Group III (low danger)—govern which packaging materials, closure systems, and inner receptacles are permitted, and what UN performance tests the outer packaging must pass. Not every hazard class uses packing groups: gases (Class 2), explosives (Class 1), and infectious substances (Class 6.2) operate under separate frameworks. For freight forwarders, verifying the correct packing group at cargo acceptance is essential; a mismatch between declared and actual packing group is a frequent trigger for transport refusals and port detentions.
