Definition & Explanation

Shippers and forwarders carry out a packaging obligation check before a shipment leaves the warehouse, because non-compliant packaging can trigger costly consequences at multiple points in the supply chain. The check verifies whether a shipment's packaging meets applicable legal requirements, industry standards and contractual customer specifications – covering materials, dimensions, closure integrity and labelling. In customs procedures, compliant packaging is frequently a prerequisite for export or import clearance: consignments with non-conforming or leaking packaging may be rejected or held pending remediation, generating storage costs and delivery delays. Requirements are most stringent for dangerous goods, where packaging rules under ADR, the IMDG Code or IATA-DGR are mandatory and violations can carry legal liability.
