Once a vessel calls at an EU port, it falls under the MRV Regulation (Monitoring, Reporting, Verification), which requires ship operators to measure, document, and have verified their CO₂ emissions on a per-voyage basis before submitting reports to the European Maritime Safety Agency (EMSA).
