Export control authorities and licensing bodies use the nuclear end-use designation to classify the intended application of goods, software, or technologies in nuclear activities. Covered activities include the development, construction, or operation of nuclear power plants and research reactors, as well as the handling of nuclear materials. The end-use declaration determines whether an export license is granted or denied, since nuclear applications are subject to international non-proliferation frameworks such as the Nuclear Non-Proliferation Treaty (NPT) and the Nuclear Suppliers Group (NSG) guidelines. Exporters must verify the actual end-use and, where required, obtain written end-use certificates from the consignee. Misrepresentation carries criminal liability and may result in permanent suspension of export privileges.
