Nuclear Cargo Security Risk Management

A nuclear cargo operator or regulating authority must establish a formal security management system that encompasses: (1) threat identification – determining which risks (theft, sabotage, negligent damage) exist and at which supply chain points; (2) risk assessment – classifying likelihood and consequence; (3) controls implementation – deploying personnel, technology, and procedural safeguards; (4) continuous monitoring – conducting audits and response drills.
