Unlike a straightforward commodity classification, missile technology end-use defines the legally permissible purpose for which missile components, propulsion systems, guidance software, or related equipment may be exported, re-exported, or transferred. The concept is central to export control law: whether a transaction requires a license depends not only on what is shipped but on who uses it and for what purpose. Freight forwarders and exporters must screen the consignee and destination country against applicable regimes such as the MTCR and national dual-use regulations before any shipment. End-use for military or weapons-delivery purposes is prohibited or subject to the strictest licensing conditions in most jurisdictions. Misrepresenting or failing to verify the end-use exposes all parties to criminal prosecution and permanent loss of export privileges.
