Inward Processing Control Systems (IPC) are the IT-based frameworks that customs authorities and authorised companies use to monitor compliance throughout an active inward processing procedure. Every goods movement is recorded digitally: quantities of imported raw materials are reconciled against volumes processed and subsequently exported. When the balance does not add up – because processing steps are unaccounted for or goods have neither been re-exported nor cleared into free circulation – the system flags the discrepancy. For authorised operators, a functioning IPC system is typically a prerequisite for retaining the customs authorisation. The IPC system should not be confused with the IPA authorisation itself: the IPA grants the right to import under duty suspension, while the IPC ensures that right is exercised in full compliance.
