Incoterms do not directly stipulate penalties for late delivery; instead, they determine when risk and costs shift from seller to buyer, thereby establishing who bears the economic consequences of delays. A delay under CIF (Cost, Insurance and Freight) affects the buyer's exposure differently than under DDP (Delivered Duty Paid), since the moment of risk transfer differs.
