The trigger here is too much water rather than too little: clearance under bridges shrinks, current speeds rise, and authorities restrict or close sections of the waterway to traffic. Operators must slow down when sailing downstream, stack containers in fewer tiers, or cancel voyages altogether, and the surcharge covers the resulting loss of productivity. On the Rhine, flood marks I (speed restriction) and II (navigation ban) are the decisive thresholds. For shippers the effect mirrors low water: short-notice hinterland costs that are hard to budget for. Not to be confused with the low water surcharge, which applies below defined minimum gauge readings.
