Definition & Explanation

A free trade zone – also called a customs-free zone or foreign-trade zone – is a fenced-off area within a port where goods may be stored, transshipped, repackaged, or processed without immediately triggering import duties or excise taxes. Duty liability arises only when merchandise leaves the zone and enters the domestic customs territory, or is exported to a third country. For importers and logistics providers, this defers cash outflows and preserves flexibility: consignments can be held awaiting demand, split for different destinations, or re-exported entirely duty-free. Halifax and other Canadian ports operate such zones in part to compete with major US East Coast gateway ports. The term should not be confused with a free trade agreement (FTA), which governs preferential tariff arrangements between countries rather than a physical zone.
