Definition & Explanation

Form A enters the picture at export from a GSP beneficiary country: it certifies the preferential origin of the goods under the Generalised System of Preferences (GSP) and enables the importer in the receiving country to claim reduced or zero import duties. The exporter applies for the form at the competent customs authority or an authorised issuing body, which endorses and issues it. In the EU, Form A serves as proof of origin at customs clearance and must either accompany the shipment or be submitted separately. It is not a general certificate of origin but a document specifically designed for GSP preferential treatment. Within the EU, Form A is progressively being phased out in favour of newer mechanisms, most notably origin declarations made by Registered Exporters under the REX system.
