Freight forwarders and customs authorities rely on the EEA Protocol on Origin whenever they need to demonstrate that goods were actually produced or sufficiently processed within an EEA member state. The Protocol forms an integral part of the EEA Agreement and defines the criteria under which goods acquire EEA origin status. Central to this is the cumulation principle: processing steps and input materials from across all EEA states are counted jointly, giving manufacturers considerably more flexibility in structuring cross-border supply chains than many bilateral origin rules allow. Goods with proven EEA origin benefit from duty-free or preferential circulation within the economic area. In practice, origin is declared via a statement on the invoice or, for higher-value consignments, through an approved exporter authorisation.
