Definition & Explanation

An EUR.1 Movement Certificate is an official origin document confirming that goods satisfy the rules of origin under a preferential trade agreement, entitling the importer to claim reduced or zero customs duties at the point of entry. The certificate is issued by the competent authority of the exporting country—upon application by the exporter, who must demonstrate origin compliance through supporting calculations and documentation. The importer presents it to customs at import; if the document is absent or defective, the standard third-country tariff applies. The EUR.1 is used across a broad range of bilateral free trade agreements, including those concluded by Switzerland with the EU and under various EFTA frameworks. Unlike the EUR-MED, which specifically covers diagonal cumulation within the Pan-Euro-Med network, the EUR.1 is the standard preferential certificate for agreements outside that zone.
