Definition & Explanation

Unlike a deal struck between two individual states, an EU free trade agreement applies uniformly across all member states: the European Commission negotiates on behalf of the entire Union, creating a single preferential tariff framework for all 27 markets at once. These agreements reduce or eliminate customs duties, establish rules of origin, and harmonize non-tariff barriers such as technical standards or sanitary and phytosanitary requirements. For freight forwarders and importers, the practical benefit is clear: one origin declaration – whether an EUR.1 movement certificate or an invoice statement – is valid at any EU port of entry, regardless of which member state receives the shipment. Cumulation provisions frequently allow processing steps carried out across several countries to count toward origin thresholds, making these agreements especially valuable for complex, multi-tier supply chains.
