Entry into force is the moment at which a law, regulation, or treaty becomes legally binding and must be applied. In international trade, the entry into force of a customs regulation or free trade agreement is the decisive date: from that point, new tariff rates, rules of origin, or procedural requirements apply. A deliberate interval between adoption and entry into force is common, giving businesses and administrations time to prepare. Entry into force may be phased, with different provisions becoming effective on different dates, or it may occur immediately upon signature. It is distinct from the date of publication in an official journal, which typically precedes entry into force but does not itself make the rule binding.
