Unlike restricted party screening, which centres on who the trading partner is, end-use controls ask a different question: what are the goods actually used for, and by whom? These export regulations require exporters to ensure that goods or technologies serve exclusively the declared, authorised purpose and are not diverted to unauthorised end-users or applications. They apply particularly to dual-use items with both civilian and military potential, chemical precursors, and security-sensitive technologies. Exporters are generally required to obtain written end-use certificates from buyers and, where feasible, monitor actual downstream use. Diverting controlled goods to prohibited end-users or prohibited applications can result in criminal prosecution and revocation of export licences.
