End use denotes the actual, intended final application of goods in the recipient country – private consumption, industrial production, military use, or re-export – and it determines how customs authorities and export control bodies treat a shipment at every critical decision point. Whether a duty exemption applies, whether an export licence is required, and whether sanctions or embargo provisions are triggered all hinge on the declared end use. Freight forwarders and exporters must verify and document end use diligently, particularly for dual-use goods, where incorrect or deliberately obscured declarations can result in substantial customs penalties and criminal liability. End use should not be confused with the end user, who is recorded separately in end-user certificates or statements of undertaking.
