Freight forwarders, export control authorities, and customs offices use the term end-use to capture who ultimately uses a good and for what purpose—regardless of how many intermediary trading stages it passes through. For sensitive commodities such as dual-use items, defence goods, or controlled technology, end-use is a key criterion in granting or refusing an export licence. Exporters are generally required to document end-use in writing, typically through an end-use statement or an end-user certificate provided by the buyer. If the declared and actual end-use diverge—for instance because goods are deliberately diverted—an export control violation has occurred. Unlike the country of destination, which identifies the geographic point of first delivery, end-use describes the final user and the intended application.
